We figured it out. The trick is to be utterly self-contradictory and, therefore, ridiculous. It's much better to be ridiculous than vindictive.
We are also hoping that our protest will reach the first page of results in search engines when the advertiser is searched.
2. Blog about us, comment about us, link to us, digg us, etc. -- all these things will help to spread the word and elevate our search engine standing.
3. Submit your local billboard non-idiot. Send us a photo and as much information as you can about the advertiser.
4. Help us find the decision makers and post your findings in comments.

I have always hated all the billboards in the neighborhood, but now there's a new, scourge, these jumbotron lit billboards. Isn't there an ordinance about videoscreens needing special permits? This can't be tolerated. It's bad enough to have billboards, but when every street corner has flashing signs, it's time to use city hall to stop it. Unfortunately, I'm sure someones got millions sunk into the investment and they will undoubtedly be pushing hard to have the local politicians back them. Sigh.

We had a similar problem here in Sao Paulo -Brazil, the major created a law to remove almost every billboard from the city, just some special places are allowed to use billboards. The city looks better, cleaner in the downtown. May a similar law will be placed there to. And here we have a site to publish our billboards for free, http://www.onlineoutdoor.com.br

I think outdoor advertising should be regulated, not extinguished.
Now tell me, if your motto says "Billboard Advertisers are Idiots", and you write it on a big outdoor sign, what kind of people are you?
